En dehors de la protection transfrontali\u00e8re, l\u2019ex pr\u00e9fet de l’Oc\u00e9an d\u00e9sormais aux commandes de cette circonscription administrative limitrophe \u00e0 la Centrafrique et \u00e0 la r\u00e9publique du Congo a pour mission de promouvoir l\u2019\u00e9ducation et lutter contre l\u2019exploitation mini\u00e8re et foresti\u00e8re ill\u00e9gales.<\/strong><\/em><\/p><\/blockquote>\n

C\u2019est fait : Nouhou Bello a pris le commandement \u00e0 Yokadouma, chef-lieu du d\u00e9partement de la Boumba-et-Ngoko, r\u00e9gion de l\u2019Est, en remplacement de Mochi Johson Marafa, mut\u00e9 \u00e0 Ambam dans le d\u00e9partement de la Vall\u00e9e du Ntem. C’\u00e9tait au cours d\u2019une c\u00e9r\u00e9monie tr\u00e8s courue o\u00f9 l\u2019assistante remarquable d\u2019une forte d\u00e9l\u00e9gation des \u00e9lites et chefs traditionnels de l\u2019Oc\u00e9an ne pouvait passer inaper\u00e7ue. Ces hommes et femmes, op\u00e9rateurs \u00e9conomiques, \u00e9lites et forces vives, patriarches Mabi et Batanga, ont brav\u00e9 pr\u00e8s de 2000 kilom\u00e8tres de route en aller et retour pour assister au rituel de Passation de commandement pr\u00e9sid\u00e9 mercredi 6 ao\u00fbt dernier par le gouverneur de la r\u00e9gion de l\u2019Est Gr\u00e9goire Mvogo.<\/p>\n

Devant eux, le patron de la r\u00e9gion du Soleil levant a d\u00e9voil\u00e9 le cahier des charges du nouveau pr\u00e9fet. Nouhou Bello a pour mission principale la continuit\u00e9 du chantier entrepris par son pr\u00e9d\u00e9cesseur. Notamment la promotion de l\u2019\u00e9ducation au regard du faible taux d\u2019alphab\u00e9tisation, la gestion efficiente des conflits fonciers et intercommunautaires ainsi que la lutte contre l\u2019exploitation mini\u00e8re et foresti\u00e8re ill\u00e9gales. Gr\u00e9goire Mvogo insiste en instruisant Nouhou Bello qui est p\u00e9tri d’exp\u00e9rience en mati\u00e8re cadastrale et fonci\u00e8re, de ramener l’orthodoxie dans ce secteur tout en luttant contre le grand banditisme, gage de paix et de coh\u00e9sion sociale.<\/p>\n

Une autre mission, et non des moindres, c\u2019est la lutte contre l\u2019ins\u00e9curit\u00e9 transfrontali\u00e8re. La Boumba-et-Ngoko compte quatre arrondissements. Notamment Gari-Gombo, Salapoumbe, Yokadouma et Moloundou. C\u2019est une circonscription administrative qui regorge de beaucoup de richesse et d\u2019opportunit\u00e9s, au regard de sa limite transfrontali\u00e8re avec deux pays : la R\u00e9publique Centrafricaine et la R\u00e9publique du Congo. A travers ces deux fronti\u00e8res prosp\u00e8rent le commerce clandestin et des trafics divers enclins d\u2019enjeux s\u00e9curitaires non n\u00e9gligeables. Par ici subsiste souvent le trafic des stup\u00e9fiants, des armes \u00e0 feu et des ressources mini\u00e8res notamment de l\u2019or, du diamant et du mercure. D\u2019o\u00f9 Nouhou Bello re\u00e7oit la recommandation de se faire \u201cla sentinelle\u201d de cette contr\u00e9e.<\/p>\n

Ernest Timoth\u00e9e Abono, maire de Yokadouma, s\u2019est f\u00e9licit\u00e9 pour sa part d\u2019avoir comme nouvelle tutelle un homme loyal , int\u00e8gre, rigoureux qui, a-t-il appris, ne trempe pas dans des basses man\u0153uvres et n\u2019h\u00e9site pas \u00e0 d\u00e9noncer des vell\u00e9it\u00e9s. Se faisant la voix et le porte \u00e9tendard de l’\u00e9lite locale, le magistrat municipal a souhait\u00e9 que le repr\u00e9sentant du Chef de l’\u00c9tat \u00e0 Yokadouma soit un p\u00e8re de famille et un administrateur qui manie la carotte et le b\u00e2ton. Il ne sera assur\u00e9ment pas d\u00e9\u00e7u car le digne fils du d\u00e9partement du Mayo-Kani dans l’extr\u00eame-nord est intransigeant sur certains aspects qui d\u00e9shonorent Allah et se range du c\u00f4t\u00e9 de la v\u00e9rit\u00e9, la transparence et l\u2019objectivit\u00e9, f\u00fbt-ce au p\u00e9ril de sa fonction, voire de sa vie. D\u2019ailleurs, sa mutation du \u201cparadis\u201d de Kribi pour \u201c l\u2019enfer \u201c de Yokadouma, \u00e0 la faveur du d\u00e9cret pr\u00e9sidentiel n\u00b02025\/ 355\/ du 22 juillet 2025, est la r\u00e9sultante malheureuse de sa passion pour la droiture: le serviteur d\u2019Allah paie le lourd tribut de son int\u00e9grit\u00e9 morale.<\/p>\n

N\u00e9 le 15 f\u00e9vrier 1972 \u00e0 Guidiguis d\u00e9partement du Moyo — kani r\u00e9gion de l’extr\u00eame – Nord, Nouhou Bello int\u00e8gre la fonction publique en 1998 apr\u00e8s un parcours scolaire et acad\u00e9mique sans reproche, sanctionn\u00e9 par des dipl\u00f4mes universitaires. Le produit de l\u2019Ecole Nationale d’Administration et de Magistrature ( Enam) occupera tour \u00e0 tour les fonctions de chef service au Minist\u00e8re de l’urbanisme et de l’habitat, chef service des domaines et affaires fonci\u00e8res du Diamar\u00e9, puis d\u00e9l\u00e9gu\u00e9 d\u00e9partemental des domaines et affaires fonci\u00e8res du Wouri dans le littoral.<\/p>\n
